To make this weekly raffle fair, i think there should be separate pool for the higher ranked and lower ranked players or you have to increase the numbers of winners to 30 for fair results. If this pattern continues of one person winning half of the competetion then lower rank users will never going to win or they will lose hope in such competetions.
