How does it work exactlyy?

I've been playing dice for a long time now and it makes me wonder how are the results actually generated on this site 

The legitimate steps should be 

bet placed -----> rng ----> win/loss

what I've figured is 

bet placed -----> win/loss -----> rng

all i have to ask here is do they declare a win or loss then there is a random number generated from 0.00-100.00 or its the legitimate way around

it is soo irritating to be at around 67% of winning chance and flipping sides after thinking alot and then boom it falls on the other side you switch again it falls in the red again!! i feel like I am playing against some intelligence or something and they know what i will be going for after a bet where i loose and the other entity wants me to stay in red.
