Can someone say me what are the best numbers to click on double?

And what are the numbers what you can say you won. i mean if you get a 20 you mostly win but sometimes the house gets 21

i'm using this chart (i use math sign because it's easier to glance at than using a letter. + is hit, x is double (x is double if possible, else stand), = is stand and // is split)

Best to double on 9, 10, 11 when the dealers card is a 2,3,4,5,6

These Blackjack concepts always confuse me!!! 

Should be simple...but I have some sort of mental block on this.
