Regarding small abusive word in chat

hey there !! i am new in stake like 1 month ago i created this account 

i am having general query about using words in chat like if someone is abusing in chats ,then moderater will mute them ,i know this is fair .

but my main query is that can we use small abusing words in chat because many times i saw in chat that peoples got banned by using them ,but this moderator not why ???
