I think you're absolutely right about the fact that you need to wager a lot of %'s in a quite short timeline. 
My personal experience is that I got a few ladder mails if I wagered around 10-20% in a day or two. 
I've been Plat 3 since February this year, and I haven't received a ladder mail since February. Right now I'm at 85.5%... 
The reason for this, in my opinion, is that I didn't handle it to wager 10-20% in a day or two...

That's my guess on this topic.
