I remember watching the 2014 tournament and feeling sure Keylor Navas would get it after dragging Costa Rica to the quarters, he only had 2 clean sheets but the sheer number of saves he puleld off against Greece was ridiculous.

It’s mostly clean sheets but a big moment can swing it, like when Casillas made that insane toe save against Robben in 2010 he basically sealed the award right there. The panel seems to love a keeper who does something crazy in a knockout game even if their stats aren't the absolute best.

The whole "clean sheet" thing is the starting point for sure, but when it's tight they definitely look at stuff like save percentage in the knockout rounds.
