I could ask something about the goalkeeper, or the referee, or his penalty technique. Maybe something like: "Do you think the Moroccan keeper has studied his pen placement?" That's a question. But I need to tie it to the OP. OP mentions penalty, so a question about the penalty scenario is fine. But I must avoid dashes. "pen placement" might be okay
