Since you could do that but /rain's options, it wasn't muteable.

Now they were only able to send a single tip of 1k satoshi. with this update this 'small' players have the ability to give rains. Second reason could be cause of the increase of BTC value. beside those 2 reasons I would not have an idea why the limits did decrease For me personally I do not care it looks spammy in the chat. Only happy that smaller players can rain now as well without needing 10k.
