England are the safer bet for sure but I still have a soft spot for Norway when Haaland is on the pitch. He can flip a match in seconds even if the rest of the squad is average.

England feels like the logical pick but i remmeber betting on Norway in a friendly once where they kept the score 0 0 for eighty minutes against a full strength England squad. Stuff like taht makes me think they can frustrate bigger teams on a good day.
