Should "Hell Levels exist"

If you dont know what "Hell levels" means.. here is a example of one design set in a oldschool mmorpg game Everquest =)

"Hell levels are every 5 levels. Just before level 30 the XP needed is so small it was barely noticeable if at all. There were super hell levels that were fixed around Luclin/PoP (but definitely sure it wasn't velious) every 15 levels excluding 50+, Super hell levels were every 15 levels, 15, 30, and 45. As I said before pre 30 the XP needed was too small to be noticed. Then 50-60 hell levels (53 and 57 - I think) were also evened out during the super hell level fix. The XP needed to go from 50-60 was never changed, just the overall spread to negate the effect of the 50-60 hell levels. The same would be said for the 15/30/45 hell level fixes. The 1-50 was the same however breaking it down, it made a side effect of the planar levels (46+) take longer, in effect while the XP needed for 1-50 was not changed, 46-50 was longer as the side effect."

Now  you are asking how is this relevant to gambling or here.. Well I am talking about VIP leveling..   I am sure some implementation was taking place.. but it seems the legit people are getting burned alot from all the exploiters " which I don't have a problem f- over the exploiters. but I wish we didn't  get the back draft from this"

 

Jut another vent.. because gonna be nearly impossible... will take a act of god  /w magical unicorn with rainbows and laser beams coming out of its forehead that shi@# pepper jackcheese hamburgers  to design something to separate legit people from the exploiters...

Please can you summarise what it is that's being exploited and how it affects other players, as clearly as possible?

Maybe I didn't fully understand your game analogy, but it sounds like you're saying normal players are paying the cost in terms of reduced RTP or more difficult gameplay, which makes it harder to progress through VIP ranks than before?
