I was reading 

they are allowed to freeze their account for a x amount of time, i think !fuckme in PD does this for a similar reason in my opinion. Needs to be customizable...                                        

blocking access to the whole site would be nice too, as in IP blocking for x time...

yes a user can always go play on another account from other computer, but this extra step e lets the user think about what they are doing, and time to do so helps with urges passing.

Stake Do the Right thing.... Implement help for players who cannot help themselves, give us... them the push it takes .. they halping hand saying  in turn that you really do care about our wellbeing...

Its optional, user must opt in and accept when they want these limitations, remember that people..
