There are no perpetual motion machines. 40000*0.33= $13200 If you find a strat that costs 1% (the most common ones are worse) it's going to cost you $132 to get a bonus that is worth $50 (or less?). Why bother? VIP levels and the sense of urgency to wager for them is just psychological manipulation from a casino that wants you to become an addict. A casino isn't faceless, though. It's owned and run by people who are willing to stand on the corpses of those whose lives have been destroyed.
