I can only think of some browser extension that could be blocking you or creating this type of a delay. This has happened to me a few times when I was tipping and some update started running at the same time. Not a particular way of solving it, but check the extensions just in case. My suggestion: patience! Wait for a few seconds before clicking the button for the second time, and if it still shows as "pending", just close the pop-up window and try again, it usually works just right the second time
