HOW does stake really know if your phone was actually stolen ? 
 

IF it was stolen why would they just give you $10,000 ?

Unfurtunately Stake cant do nothing if you have Your 2 step autentication in the same cell Phone. With the 2 step they Would never get Your money, even with Access to your account.

Thats why you need to have your phone number linked to email so that if you lose phone you can restore your sim and then restore your email and so on. Sorry but you think that anyone is gonna go and try to verify all the details or that this even really happened?

The problem that you face is that you have no undeniable proof. I can say my phone was stolen, someone got onto my account and made transactions, I couldn't verify, I made a police report, etc. etc., but the underlying issue remains is that you do not have undeniable proof that this happened. Stake probably receives dozens of complaints about someone getting onto their account and stealing their funds daily, do you expect them to refund every single one of these users without UNDENIABLE proof? Too many hypothetical situations and farfetched schemes out there to try and receive money from Stake. If they believe you, they have to believe everyone else and refund all of their lost funds too. It sucks that it happened but there's literally nothing you can do but be more diligent in the future.
