A russian city, Tobolsk, officially banned the import of crypto mining equipment after a russian crypto miner got into trouble with the russian customs for importing mining equipment.

The court says that you'll need an extra permit of the Federal Security Service, also called FSB, to successfully import equipment used for crypto-mining related purposes.
