imo it is all in with limbo even with low multipliers is 3 out of 4 loss

With the provably fair number generator that Stake uses, the outcome is already calculated before you place your bet, this protects you. The result cant be changed as a consequence of the amount you bet.

I thought that every seeds has already results written. Depends on luck . 
so for example if in my seed at nonce 12653 will hit 1000x on limbo . That number may not arrive because my bet is too high?
