Why Can't I comment on the weekly Giveaway post. 

I am never able to see the reply to this post text box. Why is this the case.

You need to make 10 posts on other topics on Forum and you will be able to post on Forum Giveaways topic, like it's stated in the opening post:

Just make sure you don't spam and make meaningless posts.
