Max wins are a lot more rare than people think. A majority of players will never meet the amount of bets it takes to mathematically hit a max win. ~Some~ are just lucky enough to hit it before the chance.

RTP in general is based off of an unreasonable amount of spins that a singular person will never reach in their entire gambling career.

Think of a casino as getting lucky, and not a form of getting what you want. 

If you're that hard up for a "max win" - figure out the multiplier you want to hit and go to limbo or dice, where the odds of hitting it will actually happen in your lifetime, multiple times, statistically.
