Bring back the link for the Forum Rules

Back in the days (before the last update of the forum) we had a link to the rules on the top right of the screen. At the place of the actual "Discover".

It was a nice way for everybody to have a link to the rules everywhere on the forum, now it's gone for a "Discover" who is already in the main menu at the top.

Plus, as mod, it was an easy way to access the rules quickly when I have to give warnings to users 😛 Now I need to go to the Forum Ressources everytime or keep the link open in a tab ...(yea i'm lazy i know )
