Need information about a forum page

Hello, any mod here (except LouisHoodie) can link me where I can make a formal complaint against a stake mod? I cannot do it in the appeal channel as the only mod who I have an issue with is answering. I know hes doing it on purpose so I really need another place to address this issue and live support can't do anything about mods/forum mods.
