Petition to add new mute rule

Hey, every time a rain happens, whether from rainbot or a player, I can almost guarantee you there are at least one or two people saying "grats guys" or "grats winners". Or when someone was tipped, it becomes "grats tipper" or "grats tipped". Almost certain that should count as passive, since rain is very random and tips are usually on purpose. 

I recommend muting everyone who's entire chat history is "grats" without proper context, e.g. a really great win or profit.

Edit: pretty sure 99% of the time when the above is being said in chat, it's because the passive person is trying to be "active" in chat for the next rain. If there were no achievements, just a random.org kind of prize, then the congratulatory words are not warranted and should not be counted as being "active" but rather spam-worthy.
