An 11 is the strongest doubling hand—you can’t bust with one card, and you have high odds of hitting 21 or something close.

It depends on your risk tolerance and the specific table rules. I would double it as it's about long-term EV, not just one hand. Playing scared costs more over time, and it's worked more times than not for me.
