[Suggestion] Harsher rule about passive tippers

Imagine you are HR and the day is going great, you are winning alot of money and forgot to turn ghost mode on or got found out from the legends section. You are focusing on the game you are playing when all of a sudden, a popup appears "Passive tipper has tipped you 10k eth/bch aka minimum tip amount". You are like ok thanks, and continue your game, then another popup appears saying the same thing, then another, and another... At this point it's quite annoying, especially when all the tips added up together amounts to maybe 2 cents. 

What's even more annoying is this rain of tips attracts beggars, who will passively try to praise the said passive-tipper, spamming the chat even more.

I'm suggesting mods have the ability to check tip logs (if they haven't), or get notified when HR is being tipped anything under 10x the minimum tip amount, or even better, anyone tipping HR under 10x the minimum tip amount gets instantly muted for 1-7 days.

This seems a lot more aggressive to me than just passive begging in chat and I see now why you called it passive tippers.

I liked your scenario @irawk0!  So let's say one of these beggars is "priming the pump" by tipping you repeatedly the minimum amount.  You complain to me and I gladly mute him for you because beggars are scum.  Then what?  They'll contact support and complain about getting muted/banned whatever.  I can see it now Wryy banned me because I was giving away free money!  What can support say?  I'm supposed to make their lives easier by helping out in chat, not making more work for them.

So while I would always appreciate more information I'm not sure it will help in this case.  @lolipant's idea might be a better solution, or just ignore the "priming" tips.  

I don't disagree that it's annoying, I'm just not sure what the proper course of action would be to this form of begging.

I agree, @lolipant's idea probably would work better. It's just the passive tipping has gotten worse (from what I noticed anyways), and I have a feeling it's a certain individual doing it on alts to make it less suspicious. I honestly wouldn't mind any kind of fix but I'm hoping this topic gets the ball rolling.

My main concern tbh is the lack of power from mods. From what I can gather all you can do is mute. That has absolutely no use in a world where VPN/proxy/etc are literally synonymous to breathing. Mods need the power to ban, view entire chat history, view entire tip history, view entire rain history, all IP associated with account, all UUID associated with account, ability to IP-ban, and UUID-ban.

This is a really good idea! I don't think many people will decline tips, but at least the option will be there :D
