That’s a fair question. The engine is probably capable of way more than what we usually see. RNG games are just the safest option for casinos. Predictable margins. Skill games complicate that. You can do it, and you'll end up with something similar to Blackjack. Blackjack requires knowledge and strategy to play it in the best possible way, but even so, the house edge is against the player.
So the secret is to make even the best player (who plays with the optimal strategy) affected by the house edge, and less skilled players (who don't play with the optimal strategy) affected by a higher house edge.

 

You can even disguise all this with animations and clicking at a specific moment, but you still have to assume that the player is playing a perfect game (we are in the age of bots and AI), so you can't allow the player to have a favorable house edge.

I'm not sure flappy bird can be. Kompatsble to bj. BJ is set knowledge on probabilities whilst the former is, maddeningly random on flight gain and speed change so it is harder to predict any outcome
