Some tokens and alts are made by organizations that usually start out as crowdfunded ICO's in forums. Bitcoincash was started by a group of developers that wanted to change the block size. I guess anyone who has the knowledge of coding can make their own coins.

Most of the alt coins that come out, are implementing better features for the daily user. i.e. - Faster transactions, smaller transaction fees, easier to obtain coins, and such things. If you really want to know more, google "The difference in BTC and BCH" "Why BCH instead of BTC" and things like this, and they will tell you all sorts of information about the coin/coins, you are looking into.
