Pinned Message for Chats (for Mods)

I really think that is might be a good feature to add because sometimes, in certain chats, mods struggle to repeatedly warn users. This is not just them warning about a common chat rule, mostly based on current circumstances of that chat. It might be helpful for mods to have a such feature to pin a message/warning on top of the chat.

@Therewego @10thoss  This might be really useful for our chat(Turkish chat) guys, you guys are keep informing/warning people so you guys could really use it. What do you think?
