How to report a scammer lurking in chat room.

I have been scanned by a user acting as P2P provider. How to report him with all proofs so stake users stay safe from this guy?. Moderators muted me for bringing this up in chat rooms.

can try to inform users without spamming repeatedly. an official report against the user isn't possible in this case.
