Weekly Ticket Lottery Event / Fair for all

Greetings everyone, I've been participating in the weekly raffle for a long time with high stakes but have never won.
The other day I was looking through forum posts from previous weeks and I noticed that almost every week the same people won the lottery ticket prize.

The main reason for this is the high stakes placed by some players. Some wealthy users participate in the draw with an average of 5000-6000 tickets each week, and in our opinion, their chances of winning are almost 99% or higher.
 

I spoke to some of these users, and they said they didn't care about the ticket event because they had already bet very large amounts.

I had an idea: if users who don't want to participate can disable their participation in the ticket event through the preferences, then even people who bet small amounts will have a better chance of winning in the weekly ticket event.

If there was a section, similar to Rain Bot, where we could enable or disable participation in weekly draws, many high-stakes gamblers would simply turn this feature off, increasing the chances of winning for those of us who bet lower amounts.
