It's lightweight, well documented, and gives you full control over rendering and animations. In most cases, approval isn't really about the graphics library itself but whether the game logic, RNG, security, and performance meet the regulator's requirements. I've seen studios use Three.js successfully, but they still had to go through the usual certification process.
