I think other countires should take a look at France when it comes to the ideas they have put in front of law makers to make bitcoin mining not only possible but also affordable. In my opinion this is a great idea and France is smart for taking the annishative to go to law makers with this. Still France has expensive electricity rates in Europe, and is not comparable with china or urss at all. Don't know if the discount will be so attractive to be competitive for mining purposes.
