I have heard about this, but I don't know what it means.

Rain can be generated by a stake-sponsored rain-bot or by other users. Local chats have a rain-bot, while global chats, English, Sports, and Challenges only have user-generated rains. 

Rain is randomly distributed to users who are rain-eligible. ☔️Rain eligible users have over $3500 wagered in the past 7 days and completed LVL 2 verification, and you have to be an active player and chatter.

Users can rain by typing /rain in the chatbox.

Rain is money shared randomly with active users in the chat by someone else.
To be eligible for Rain, you must wager $3,500 in the last seven days, complete KYC level 2 ,   You must also be active in the chat!
