Why don't we get reward for create topic or comment?

Hello guys.
I have some problem with creat topic and comment.
That is sometimes I didn't recieve reward for creat topic or comment,I don't know why.
But I think That is happen when we create post in worng topic or we comment in worng topic right?
One of my real life  friend is always happen like that and when he ask me I have no question that's why.
If you guys konw about that let me hear please.
