Add chat limitations and word limit !

Hi ,

I think there should be a chat message word limit here like PD too and maybe some restrictions for new accounts on chat as one person can disrupt the whole chat system !

yeah yesterday it was one hell of a spam in chat.. every time he gets banned, he comes up with new alt..
