Make better use of the "?:Announcement: " feature which ive noticed in chatrooms

I remember once an admin or dev came online into chat and made an "?: Announcementt: This or information is important", and other times ive noticed (maybe im imagining the 'other information' parts) .... But anyways, ive noticed at time "high roller" bets being broadcasted announcement (something i dont really like to be honest...) its an invitation for people to message the roller with spam and begging... but thats besides the point.... well maybe that is why Haven'tt thee announcementt feature used or implemented... not well received perceived by the community, or HRs (if that was its sole intended purpose) to announce in chat HR rolls...                                                                                                                                                                            
ok so my suggest is as follows..... to use that broadcasting system to deliver important messages which included things such 'official give away' start date/time/countdowns, and perhaps a link to the forum, or even a topic name or some indication... not saying give all the info in the announcement, but enough so the user knows whats going on, and if he or she wants to partake or find out more info... they know how to find the full topic in the forum.                                                                                                                                                                                                                         
                                                                                                                                                                                                                                                                                                        
I am specifically thinking about the stream incident we had today, so many loyal stake members were not included in the giveaway, due to the fact they had made assumptions or were misinformed, or thought the loto numbers to be posted by user could have been made any time before the official stream  start time . This is of course the user's fault, for not reading the forum, or missing that section about "giveaway until:xx.xx(time)" which of course indicates the deadline to post #s which in turn puts you in the game (and eligible to win).                                 
                                                                                                                                                                                                                                                                                                                    
It is one thing if more information was not provided for the reason to limit the participants so that the prizes would be larger,  or anything like that... I however doubt that and i believe the team at stake wanted to see all of us partake. So in order to combat such things, and to make use of the announcement system, as well a feature that can be acquired by leveling up.... I suggest that announcements be made (either to all) or to certain lvl or higher players, which remind them of giveaway times and deadlines, or any piece of info that can be used by a player, which also thanks them for their loyalty (by sending a courtesy msg that a event will start or will end, and maybe the higher the lvl the more frequency they msg can appear ) and also a ability to opt out in settings would be needed, to make sure the user doesnt get too many messages if they dont like it.
                                                                                                                                                                                                                                                                                                
So what do you all think about the suggestion? I never see the announcements anymore... by chance i went to another language room and saw it,  whats up with that by the way, certain rooms have them now?

This has already been built, I'm just waiting for access to it to connect to our announcement system. Thanks for the suggestion though!
