How to be level 3 verified account ?

i wonder how to be 3 verified account

For example as mentioned in forum weekly challenge below :

All verified accounts will get an extra reward and it will depend on the verification level: 

For Level one - 10% extra on basic reward

For Level two - 100% extra on basic reward

For Level three - 150% extra on basic reward
