England has scored 63% of their goals in the 2nd half. So both teams are more likely to score in the 2nd half overall. Also, as this is the final game of the tournament and both teams are very strong in their defense, I wouldn't be surprised if both teams try to start it slow and then go for a lucky punch towards the end of the game.
