Can your TIPS be withheld for further verification if you platinum 3?

One of my friends tried to tip me $1000 because I helped him bet. He said he tipped me and sent me a screenshot for sent tips. But it didn’t show on my account, so he contacted the support and they says since he was platinum 3 and I was bronze therefore his tip was withheld for further verification and will take 24-48 hours. Then he tried to send me money through ETH withdrawal from his account but that is pending as well because support told him all transactions are chronological therefore I’ll get my ETH once my tip clears. 
 

is this a lie or can this really happen? 
please help!
