Why does High-risk 16-row Plinko not wager at 100%?

So I understand wagering for races should be set in a way so that your money should be at risk, for example not just betting monster bets on even money and then raking in your 1st place in any given race.

But why is it when you play extreme volatility Plinko (High Risk, 16-row aka HR16R), all of your bets don't count to race wagering?  It just seems....broken.

Currently HR16R Plinko only allows circa 25% wagering if you look at it from a big number perspective, imo. 

Does anyone else see something similar?  Or like me...did you even know that HR16R barely counts for race wagering?  (it wagers at 100% for your VIP level, so it does count correctly)
