I call b.s. on provider does not set RTP% on all slots if they pay all

I'm calling absolute b.s. that casino pays all wins yet doesn't control rtp% of 3rd party providers.

If casino pays all wins why wouldn't they control everything. 

This is 100% the facts , it would make zero sense if casino pays all yet does not control rtp% of every slot.

Land based casinos do not even pay all wins a lot of times it 3rd party ( wan based jp or wide area based jackpots) .

The casino makes money renting square footage to the provider ( aka Megabucks ,firelink,etc etc)

I can assure you  not 1 real casino will jppay all wins w/o controlling RTP% , how could they not?

I believe it's based on GGR. 

GGR of customer playing the provider's games are share between casino and provider, say 5-10% go to provider and the rest go to casino.

So if customer do win big and the amount is greater than the total amount lost by other customers. then the provider get nothing
