Rain wager requirements setting

I completely understand the logic behind having a recent wager requirement for people to be eligible to receive rain, to filter out beggars and leeches. However, I do think it should be something that is up to the person doing the rain, or at least be customizable (e.g., can set it to be lower or higher), since it is their money they're giving away.
