So the guy wants a 25k refund because he was playing from a restricted country and is a degenerate.  lol.

crazy! they say they knew their country was restricted but continued to play anyway. Says stake  have no interest in responsible gaming - then complains because they closed his account due to his problem  gambling!

What’s more odd is the fact that in Monaco, Other than F1, it’s the casino that drives it’s economy.. And it’s restricted? Seriously?

Residents of Monaco are not allowed to gamble in the casinos there. It's only for the tourists

Stake is mostly restricted from jurisdictions that have established Casinos.  If Stake were to allow players from Monaco, they'd basically be taking money directly out of the Economy.

Hahaha, this is really a funny person who can't take responsibility for his choices.

And now what? Was he  not the one who "chose to open the account?" to "place the best". Is he for real?

That's so childish and ridiculous..

However, it is a fact that gambling can lead to addictions.
And he has a good chance if he can prove mental illness. As well as proving that Stake has taken insufficient technical measures in the eyes of the law to block players from France and be compliant with the law.
This is similar to the tobacco and alcohol industries. For them there are also rules that have to be followed in order not to get into conflict with the law. Or being able to negligently lead people into addiction.
It would be interesting if this were to be tried in court as a precedent. And then all the French come out of their holes and make a class action suit.

what i don't understand from this complaint is the person made a complaint to the regulatory body and surely supplied them with the proof they have. If a person has t make a second complaint via another service, whilst the other is still ongoing, are they not confident that their 'proof' is irrefutable?

One thing i do note is that during a weekend stream a few weeks ago it was mentioned "who is the best french streamer?" (who uses stake). unless they were referring to french speaking streamer.

People should really understand first the rules and regulations of the casino before joining. I experience before this kind of situation but in other casinos.

They did know. they state they saw their country is forbidden in the ToS.  I feel that if a person is unsure still then ask live support before depositing.

Correct. You always need to check ToS before registering anywhere
