They know this. Higher requirements means higher % of players getting pissed and votes let it ride. And with a double or nothing a few times, they have icreased the odds of not having to give a cent in bonuses quite a bit.

Yes they take 30 minutes to come up with wager, amount of people to win and amount for the drop for it to always be voted for let it ride, just take the $13 and gamble yourself if you want to let it ride...
But yeah we all know that it will be more votes for let it ride since the people that doesn't have the wager to claim it will vote for it.
