The notice of Roskomnadzor sent today is considered the first stage of the procedure for blocking the messenger on the territory of Russia. After this period Roskomnadzor will be able to apply to the court to block Telegram, but the whole procedure, if it is observed, can be quite long.

Technically, Telegram will then have the opportunity to appeal, but if the appeal commission takes the side of Roskomnadzor, and the messenger does not follow the order, a second warning will be sent to him. The lock, as the law says, can only come after Telegram does not fulfill the second demand.

As the newspaper notes, Roskomnadzor's notice was sent on the day when Telegram lost in the Supreme Court an action to recognize the FSB order on transferring the encryption keys illegally.

It is noteworthy that in the summer of 2017 the founder of Telegram Pavel Durov had already refused to register an instant messenger in a special Russian register of information dissemination organizers. It also threatened to block the platform, but no measures were taken regarding Telegram at that time.
