I have tried manually adjusting but it won't let me. I mean it would make sense they might not allow it due to rollover being a lot easier, but I was curious anyway.

No you can’t get that below 1.0102, that’s the lowest already

I double checked with support also. go on dice and where it says win chance enter up to 99.99 or 99 turn on hot keys and press space bar on ur keyboard doesnt work on mobile because u can press space bar on a phone. if u do 99.99 its .99x and u lose %1 percent of ur bet so say u do $1 bet u lose 1 cent but its guaranteed for $1 you will wager $100
