Been locked out of my account for almost a year

I have forgot the stake password for the email attached to my account and they're basically telling me they can't help me unless I remember the password for the email attachment to my account even though I have level 2 verification and have took a picture holding my passport. I've also answered the 10 questions they require for account recovery. I don't understand why they do this

If you lose the original email and the 2FA you cannot recover the account
