Guessing this is because they don't want to make it clear the same people win week after week. Anyway, can guarantee you didn't win if you're not a mod, don't have some kind of connection to Stake staff, or constantly rave about how great Stake is in the chat. It's a very bizarre giveaway and assumedly to try and encourage people to suck up to staff.
