Most people knows that Btc is not a security token but ofc some ICOs are. 

Even the SEC confirmed it. “Bitcoin, Chairman Clayton said, has “been determined by most people to not be a security.”

Ofc there are ICOs that are just not honest and saying it’s utility but functions as security. Right?

These needs to be legalized ofc.

This is actually a really important and good distinction.  If something is issued by someone with an intent for profit that is directed, that is a security, regardless of what you call it.  Ripple especially is like this.  Without a central control, Bitcon isn't.  Yay, Bitcoins!
