Why i get feeling that its running away from me?

am i the only one? if i change from hi to low it will do 9/99 but it wont come to 0.10 and if i change to 9.99 it stops turns arounds and hits 0.1? wagered a lot waited like really lomg but max what i get is if im ar 0.21 it will come to 0.22.
