I am a bit confused about this promotion, I had Kamala to win and today I received a promo link and I received the amount I bet which is $100.

In the promo it says winning up to $100. Does it not mean if the promo hits you receive your bet amount plus the winning amount? Which in the case be my stake $100 and the winning amount $100?

Why call it winning and not refund in the promo?

I got the same promo (although I bet on Trump so the promo didn't end up helping me) but since you bet $100 and the max payout is $100 it is essentially a refund in your case. If you had bet say $40 then you would have received a win @2.1 for total of $84 since the total of win is under $100 limit. Hope this helps clarify things.

The easiest way to understand that is to simply calculate your potential payout amount from the bet.

So, you placed a $100 USD bet on the odds of x2.10 and your potential payout was $210 USD, and you should receive that amount as a prize from the Promotion, but since the promotion rules stated that you can win up to $100 USD, you received a $100 USD.

But, if you, for example, placed $30 USD on the odds of x2.10 your potential payout would be $63 USD, and you would receive that amount as a prize from the Promotion.
