Might have something to do with the fact that the $1 Drop has 2000 claims, while the $2 has 1000 claims and the $3 has 666 claims.

there is more than just first come first server out there for distribution. Stake could limit how many codes you can redeem in a row or any given time. Or distribute randomly across active users. Or it could be weighted to go to the biggest recent losses.
